Instructions
1Fill a large pot with 2 quarts water and place over High heat. When boiling, add pasta. Cook 4 minutes, then add broccoli and cook another 4-5 minutes.
2Place a large pot over medium-high heat. Add 1 1/2 cups milk and simmer. In a small bowl, whisk together 1/4 cup milk, flour, garlic powder, salt and pepper. Add to pot and whisk for 2-3 minutes.
3Take off heat and add Cheddar, Parmesan and mustard, stir until melted.
4Drain pasta and broccoli, toss with cheese sauce and heat another minute on the stove.
